Polyvinyl chloride respirable dust did not have its own exposure standard. From 1 December 2026 the Workplace Exposure Limit is 1 mg/m³ as an 8-hour average for the respirable fraction, once your WHS regulator gives it effect. That is the May 2025 Safe Work Australia change. Until 30 November 2026 the current exposure-standards list still applies. The row does not set a short-term exposure limit. Do not add one.
This is polymer dust. It is not vinyl chloride monomer, and it is not a tetrafluoroethylene figure. Those are different listings and, for the monomer, a different kind of duty. Do not brief them as one dust talk.
General dust at 10 mg/m³ is a different line
Compounding and extrusion sites often file PVC powder as nuisance dust, plastics dust, or “general dust 10.” From December the line you will be measured against is polyvinyl chloride, respirable dust, 1 mg/m³. An inhalable programme aimed at 10 mg/m³ does not answer that line. The fine fraction from tipping, bag changes and hopper clean-down matters even when nobody can see a cloud.
Tasks worth splitting
Dry-blend tip, weigh and charge at the mixer. Extrusion where someone still opens a hopper or purges a line: pipe, profile, cable, sheet. Bagging and big-bag changes, which are often the longest open-dust minutes. Silo and day-bin clean-down, regrind and scrap, and work inside cyclones and filters. Night crews and contractors who tip or clean after production need the chemical named in their induction, not a generic dust slide.
Ask whether the register says PVC respirable dust. Ask whether tip and bagging are separate from “general plant.” Ask what the last respirable results were beside 1 mg/m³, not beside an inhalable 10. Ask whether extraction at the tip point has been checked at the tip rate you run.
If bagging is done by a contractor, the PCBU still needs the substance named and the reason for the split written down. Permits for silo, cyclone and filter entry should treat dust disturbance as expected.
Dust control that matches a respirable limit
Closed transfer and bulk delivery cut open tipping where that is practicable. Packaging that shortens open-bag time does the same. Write down why an alternative was not taken.
Where powder is still open, enclose the tip and keep local exhaust at bagging and hopper fill. Check capture on a real tip, not a brochure trial. Filter changes and cyclone entry need a sequence: isolate, let dust settle, then vacuum or wet clean rather than dry sweep. Keep people who are not required out of the tip area while it is open.
Respiratory protection has to suit a particulate hazard at the concentration you expect, with fit testing and a change rule. On a tip station that can be enclosed or extracted, it should not be the only control.
Monitoring that matches the fraction
Ask for respirable samples against 1 mg/m³, with a sampler fraction that matches the limit. Inhalable “general dust” results do not speak to this line. Include tip, bagging and clean-down days. Train people on PVC respirable dust by name.
Fix extraction and written tip methods now. Do not say the state has already switched unless the regulator has confirmed it in writing. Do not use 10 mg/m³ as the December comparator for this listing.
FAQ
We already run a dust programme at 10 mg/m³. Is that this limit? No. The published limit is polyvinyl chloride, respirable dust, 1 mg/m³.
Was there an older standard for PVC respirable dust? No. This is a new limit of 1 mg/m³ for the respirable fraction.
Is there a short-term limit? Not on this row.
When does it apply? Exposure standards until 30 November 2026. The new limit from 1 December 2026 once your WHS regulator gives it effect.
